The new State Children’s Health Insurance Program (SCHIP), a new $24 billion block grant program, is currently being implemented in the states. For states that choose to implement SCHIP, federal funds will be provided to expand health coverage to uninsured, low-income children—including children with mental health treatment needs and serious emotional disturbances. An estimated ten percent of all uninsured children have special health care needs— the most common special need being childhood mental disorders.
