President and Chief Executive Officer
David L. Shern, Ph.D. is the president and CEO of the National Mental Health Association, the country's oldest and largest nonprofit organization addressing all aspects of mental health and mental illness. With more than 30 years of distinguished service in mental health services research and system reform, Dr. Shern is one of the nation’s leading mental health experts. During his career, he has helped reengineer mental health care systems in Colorado, New York and Florida as well as participated in several national reform and research demonstration efforts.

Jennifer BrightJennifer Bright, MPA
Senior Policy Director, Healthcare Reform
Jennifer Bright coordinates strategy and advocacy tools to assist NMHA’s 340 affiliates in influencing state and local public policy. With more than ten years of experience in state government relations and public policy, she has assisted corporate, association and non-profit organizations in designing strategies to monitor and influence policy development on a wide range of issues in state and local governments.

Raymond Crowel, Psy.D.Raymond Crowel, Psy.D.
Vice President, Mental Health and Substance Abuse Services
Dr. Raymond Crowel is responsible for the development and implementation of a national advocacy and service reform agenda aimed at promoting improved mental health and the prevention of mental disorders. Before joining NMHA, Dr. Crowel served as the Director of Child and Adolescent Services for Baltimore Mental Health Systems, the local mental health authority for Baltimore City. At Johns Hopkins University, he served as the Director of an internationally recognized, federally funded, service demonstration project to develop integrated systems of care for children with serious emotional disturbances. He continues his association with John Hopkins as an associate faculty member in the School of Public Health.

Ralph IbsonRalph Ibson, J.D.
Vice President, Government Affairs
Ralph Ibson oversees NMHA’s advocacy and policy work at the federal level. From 1973 until 2000, Ibson worked as an attorney for the Veterans Administration, as well as Staff Director of the Subcommittee on Hospitals and Health Care. He helped develop numerous laws to expand and improve health care benefits for veterans. Ralph Ibson is a graduate of Tufts University (B.A. 1967) and the University of Pennsylvania Law School (J.D. 1973). He is a veteran of service in the U.S. Army (1968 – 1971).

James RadackJames Radack
Vice President, Public Education
James Radack is the vice president for public education at the National Mental Health Association. In that role, James oversees the development and execution of all NMHA public awareness and education programs, including the Campaign for America’s Mental Health. In 2002, the Campaign directly educated 500,000 Americans about mental illness, screened 40,000 individuals and generated 220 million media impressions.

Judy Stange, Ph.D.Judy Stange, Ph.D.
Senior Director, Research and Services
Dr. Stange addresses issues related to federal and state mental health policy, including the federal mental health block grant program, Medicaid and access to services, mental health policy, consumer supported programming, and evidence-based practices. Dr. Stange also serves as Executive Director of the National Association of Mental Health Planning and Advisory Councils, working to improve the ability of State mental health planning and advisory councils to advocate for persons with mental illnesses and to monitor and evaluate state mental health service systems.

Oscar MorganOscar Morgan (Masters Healthcare Administration)
Chief Operating Officer
Oscar Morgan assists NMHA’s 340 affiliates in identifying critical policy areas affecting the care and delivery of mental health services and provides consultation regarding strategies to influence legislator and community stakeholders. Prior to joining NMHA, Mr. Morgan was the commissioner of mental health for the state of Maryland.
