Oscar Morgan - Biography |

At NMHA, Mr. Morgan assists the association’s 340 affiliates in identifying critical policy areas affecting the care and delivery of mental health services and provides consultation regarding strategies to influence the same. Mr. Morgan brings to this position twenty-five years of educational and administrative experience in designing and implementing mental health systems of care. Prior to joining NMHA, Mr. Morgan was the commissioner of mental health for the state of Maryland. In this capacity he managed a $717 million dollar budget, a workforce consisting of 4,000 employees and a managed care fee-for-service community-based delivery system, which included 3,600 provider agencies and served over 80,000 individuals. He received a bachelors' degree from the University of Colorado, Boulder Colorado and Master's of Health Care Administration with a focus on long-term care from the George Washington University, Washington, D.C.
