State Specific Resources for Medicare Prescription Drug Information

Ohio

The purpose of this document is to provide resources for gathering more information regarding Medicare Part D in your state. This listing supplies contact information for state and federal agencies working on issues relating to the Medicare prescription drug benefit. It also includes information about groups with which MHAs may partner to conduct outreach and education activities.

Centers for Medicare & Medicaid Services (CMS):

  • The Medicare prescription drug benefit is administered by CMS within the Department of Health and Human Services. The CMS Region V Office serving Ohio is located in Chicago and can be reached at 312-886-6432. For inquiries regarding the CMS Medicare Prescription Drug Education Campaign contact:
  • Medicare beneficiaries can also visit the official government website, www.medicare.gov, for additional information, including billing, appeals and enrollment. For general Medicare information, as well as information about health plans, contact the 24-hour toll-free hotline at 1-800-MEDICARE (1-800-633-4227).

Social Security Administration (SSA):

  • The Social Security Administration helps individuals determine whether or not they qualify and how to apply for benefits, including Extra Help for the prescription drug benefit. SSA maintains a toll-free number, 1-800-772-1213, twenty-four hours a day.
  • Ohio is located in Region 5, the Midwestern Region. The office is located in Chicago. Its website is http://www.ssa.gov/chicago.

State Medicaid Agency:

  • To obtain information regarding Medicaid enrollment, eligibility and coverage information for those residing in Ohio, contact the Department of Job and Family Services at:

State Pharmacy Assistance Programs (SPAPs):

  • Additional prescription drug benefits may be offered through a State Pharmacy Assistance Program.
    Access, Eligibility, and Contact Information:
  • Golden Buckeye Prescription Drug Savings Program provides prescription savings to adults over the age of sixty, as well as disabled adults (as defined by Social Security) ages 18-59. Residents with a driver’s license or state ID will automatically receive a card on their 60th birthday. Other eligible individuals can apply at most public libraries or senior centers.
    Savings are based upon the prescribed medications and annual income and may be as high as ninety percent. Individuals may qualify for additional savings if they are enrolled in Medicare, have no prescription coverage and have an annual income of $30,000 for single beneficiaries and $40,000 for married beneficiaries. There is no charge to participants.

  • Ohio’s Best Rx offers discounts on prescriptions to residents over the age of 60 with no prescription coverage and individuals under the age of 60 with incomes less than 250% of the federal poverty level ($23,940 for single individuals and $32,100 for married individuals). The Best Rx price is the weighted average of what the state employee and the state retiree health plans pay for that prescription, minus any rebate. The program is available at no charge to the participants.

Access to Benefits Coalition (ABC):

  • ABC coalitions work to help Medicare beneficiaries locate and apply for additional assistance in paying for prescription drugs. They also aid individuals in enrolling in both public and private prescription savings programs.

  • There are three coalitions serving Ohio:

State Health Insurance Assistance Program (SHIP):

  • SHIPs offer free counseling and assistance to Medicare beneficiaries and their families. In addition, SHIPs will be planning Medicare Part D enrollment and education events throughout each state. The National Network website is https://www.shiptalk.org. You may find information about Ohio’s SHIP below or at the national website.
  • Ohio Senior Health Insurance Information Program (OSHIIP), administered by the Ohio Department of Insurance, operates a national toll-free hotline and coordinates volunteers and information sites across Ohio. They also have a speakers’ bureau and free publications.
